Dirty Act #1
 
On January 23, 2001 the Rose Township Constable Emile Bair declared under penalty of perjury that he witnessed several unlicensed and inoperable vehicles on a Rose Township resident's property.

These two photographs shown below show the weather conditions that existed on January 23, 2001, and what the Constable would have been faced with in order to declare under penalty of perjury that he witnessed several inoperable and unlicensed vehicles.  Look at photographs below and determine for yourself the next question.  Could you raise your right hand, place your hand on the Bible, and declare under penalty of perjury that you personnally witnessed several unlicensed and inoperable vehicles? 
 
The penalty to the current Constable for NOT telling the truth could be 15 years imprisonment.

The incumbent Constable further stated that he witnessed inoperable vehicles on the property.  The photograph above is a picture of the driver's side of the vehicle.  The owner of this vehicle had the doors locked and had the ignition keys.  The current Constable claims under penalty of perjury that he determined this vehicle was inoperable, yet there are no documents in the possession of Rose Township of how he opened the locked door without disturbing the snow, or removing the tarp.  Can you determine if this vehicle is inoperable without having the ignition keys, opening the door, and then attempting to drive the vehicle around, without removing the snow or the tarp?       

The incumbent Constable claims under penalty of perjury he witnessed an unlicensed vehicle.  Can you see an unlicensed vehicle in the photograph above?
 

On this page, we will include pictures of Rose Township Board Members and their Cronies in action.  This is a picture of the Rose Township Constable Emile Bair performing a court ordered inspection which was based upon his sworn statement.  This is just minutes before the Township Constable responds to the statement accusing him of committing the FELONY crime of PERJURY, with "I know".  Perjury?  By a township official?  What kind of people are running our township and spending our hard-earned tax money? The Township of Rose has spent over $9,000 in Taxpayers money for Attorney's fees defending the Township Constable's admitted PERJURY! 
Dirty Act #2
 
The Rose Township Attorney Parvin Lee Jr. spoke with the Constable on May 23,  2001 (information obtained by a Freedom of Information Act (FOIA) request) at approximately 9:50 AM and discussed with the current Constable what he witnessed during his inspection on January 23, 2001.  What follows is a theoretical interperation of the conversation that may have occurred based upon known facts. Could this be what was said?  "Apparently, the Constable Emile Bair told him: I didn't see anything.  I just wrote the ticket at my house and went to the post office, and mailed it to the Rose Township resident.  Parvin Lee Jr. then might have asked: Well, did you take any pictures, can you identify the year, make, model, color of any vehicle, and why they were inoperable?  Did you write a police report?  The current Constable may have had to tell him: No, I don't know, I never inspected the vehicles.  I don't know anything about the vehicles, they were under a tarp, so I never saw anything.  Parvin Lee Jr. then might have stated: Well, I can't put you on the stand.  I know what I will do.  I will ask the judge to come out to the Rose Township resident's property and look at the vehicles so that you will not have to testify under oath in court, because you can't testify to anything.  When the resident lifts up the tarp to show the judge, you look under the tarp and identify the vehicles in order to cover up the felony crime of perjury that you committed."  Might this be what occurred at the meeting at approximately 9:50 am on the morning of May 23, 2001?  Was this a conspiracy to cover up the truth that the township had wrongfully based a court case on Fraud? 
 
Don't believe this happened?  There was a meeting on May 24, 2001 for 1.8 hours at the Rose Township Hall to discuss this very inspection (information obtained by a Freedom of Information Act request).  Based upon facts now known, this 1.8 hour meeting was a conspiracy.  Apparently, during this one and only meeting held at the Rose Township Hall regarding this issue, could it have been decided that the Rose Township Supervisor Chester Koop would illegally tresspass upon the Rose Township resident's property without implied or expressed consent, or a written court order and take some pictures of the vehicles?   From information obtained by a Freedom of Information Act request the Township of Rose has no evidence, other than the ticket, to support the current Constable's false claim that he witnessed unlicensed and inoperable vehicles.  You don't believe this happened?  Look at the photograph below which clearly shows the Rose Township Supervisor Chester Koop with a camera around his neck, (apparently to take pictures as evidence in the upcoming formal hearing) now you decide.

At the very end the video taped inspection the current Constable motions with his own hand to "Cut His Own Throat."  Do you believe the elected official Constable performed the EXACT same inspection on July 17, 2002 as he did on January 23, 2001?  The video clearly shows the Rose Township Constable Emile Bair admitting to committing the felony crime of PERJURY.  Do you want an elected Rose Township official admitting on tape that when he was told he committed perjury, he says "I know"? 

The current Rose Township Constable was then shown the two photographs in Dirty Act #1, and told to explain how he inspected the vehicles on January 23, 2001.  The current Cosntable refused to answer the question.  Apparently the current Constable knew he got caught red handed.  Watch the video below called "I don't have to tell you nothin.'"  This could take a while to download the video.

On June 15, 2001, on the Rose Township resident's property, when the property owner was attempting to tell the Judge that on January 23, 2001 there was 5" of snow on the tarp, and the Constable Emile Bair could not possibly have removed the snow covered tarp within 4 seconds.  The current Constable had every chance to tell the Judge that he had never looked under the tarp; he chose to say nothing to the Judge to the fact that he had never looked under the tarp and had never witnessed anything under the tarp.  Some would say the current Constable has committed a fraud upon the court by not telling the judge the circumstances on January 23, 2001, and that he never looked under the tarp.  The current Constable led the Judge to believe that he, the current Constable, looked under the tarp for 30 consectutive days when in fact the Township of Rose has no records of the Constable EVER inspecting the Rose Township residence for 30 days prior to issuing the ticket.   
 
The Judge entered a Default Judgment (which means you lose) against the Rose Township resident for not picking up the tarp within 4 seconds of being asked to by the judge. 
 
During the formal hearing the Rose Township resident was absolutley denied the opportunity say a single word in court, and was never given the opportunity to explain to the court that it was impossible to lift the tarps with 5 inches of snow on them and surrounding them, as the conditions existed on January 23, 2001.  Look at the photographs above.  Could you remove the snow covered tarps within 4 seconds?  Neither did the current Township Constable?   
 
This same Judge then court ordered an inspection of the Rose Township resident's property.  The incumbent Constable was NOW court ordered to inspect each and every vehicle in the EXACT same matter in which he alleged he inspected them on January 23, 2001.   
 
On July 17, 2002 the Rose Township Constable was told to perform his inspection of the vehicles in the EXACT same matter that he did on January 23, 2001.  This inspection was filmed on tape.  When the incumbent Constable was told he had committed the felony crime of perjury, he looked directly at the camera and declared "Oh, I know."  Watch the small video clip below.
